A Power System Emergency is declared by the National System Operator (Eskom), and that includes the load-shedding stage to be implemented by all grid participants. The City of Cape Town may mitigate for a stage or two depending on available capacity at the Steenbras Power Station. However, the resource is limited, and unfortunately, the shortfall must be met by load- shedding. The current system demand is high, and there is a material generation shortfall.
The generation demand was low over the Christmas period. There was not a need for the high stages.
However, the decision not to implement load- shedding and the related motivations are at the discretion of Eskom’s senior management. Unfortunately, the City cannot make that decision.
